For those of you who don't know me, I'm Charles Elkins the owner of your water plant and numerous other properties in Bristol. You may know my son Evan, or my wife Lillian, but I thought it might be a good time to properly introduce myself, as you will be seeing much more of me.
As it seems, this town is having its fair share of odd events. In light of this, I feel that I should offer my services in trying to discover the reason for these changes.
